提要
在某种程度上,中小企业的活跃程度标志着一个国家和地区市场经济活力的大小,我国目前中小企业的发展正处于突飞猛进的阶段,世界上经济发展较为成功的国家无不对中小企业的发展,尤其是融资问题给予高度重视,都建立了较为完善的中小企业融资体系以解决中小企业发展的资金“瓶颈”问题,目前融资困难是阻碍我国中小企业发展的一个关键因素,本文主要从内因和外因两方面研究中小企业融资难问题及其解决的。

中小企业在经济发展中发展着重要作用,它们是国民经济的助推器,是缓解就业压力的重要渠道,是促进我国出口的重要力量,更是科技创新和进步的主力军。当前我国中小企业发展面临的最大问题是融资难,由于存在一定的“市场失效”,资金短缺是各国中小企业经济发展中都普遍存在的问题,中国正处于体制转轨的历史阶段,以民营企业为主体的中小企业融资难度更大,这种问题已经成为中小企业发展的“瓶颈”。
融资困难的原因是多方面的,首先是由中国所处的体制问题决定的,民营企业为主体的中小企业的发展没有得到应有的重视和支持;其次是由我国所处的体制转轨阶段决定的,法律法规不健全,金融体系不完善,资本市场不发达,中小企业信用度差等。
在我国现阶段,解决融资难的问题是一个复杂的社会问题。要提高全社会对中小企业融资难问题的重视。加快推进适应中小企业发展需要的金融创新。同时,加快中小企业管理,充分调动政府,金融机构,中小企业和社会各方面的力量,共同营造中小企业的融资环境。因此,解决中小企业融资难问题需要多方的努力:政府,金融机构,中小企业,缺一不可。

Small or medium sized enterprises(SMES) play an important role in our national economy. They are economic boosters, an important channel to ease the pressure on employment, a major force to promote China's exports,the main force of technological innovation and progress. At present, China is the biggest problem facing the development of SME financing. Because there is a certain "market failure", National shortage of funds is mon problem in the economic development of SMEs. China is a historical stage of institutional changes ,The main financing for private enterprises to be even more difficult for SMEs, This issue has e the development of SMEs "bottleneck".
