摘    要:
针对我国煤炭行业过剩产能现状, 对煤炭行业的职工安置情况进行了简要分析, 提出了主要从企业内部和外部分流安置的两种职工安置途径, 并从工作环境、职工素质、社会保障、再就业培训方面对职工安置因素进行分析, 最后根据当前职工安置存在的问题提出相应的对策, 包括创新企业内部分流、提高职工素质、加强社保衔接、加强企业职工培训。

Abstract:
According to the overcapacity status of the coal enterprises in China, a brief analysis was conducted on the staff re-employment conduction of the coal enterprises. The paper provided two staff re-employment paths from the internal and external re-distribution and re-employments of the enterprises. From the aspects of the working environment, staff quality, social insurance and re-employment training, an analysis was conducted on the factors of the staff re-employment. Finally according to the problems existed in the present staff re-employment, the paper provided the relevant countermeasures, including the internal redistribution of the innovation enterprises, staff quality upgraded, social insurance connection enh
