格尔木市人民医院长期以来医疗设备严重缺乏、现有的仪器设备都已严重陈旧老化，经屡次反复维修，虽仍在勉强使用，已经不适应当前的医疗质量管理和医疗需求，严重影响着医院正常的诊疗工作。为完善格尔木地区医疗保障体系建设，表达公立医院的公益性，满足人民群众日益增长的医疗保健需求，根据?格尔木市“十一五〞卫生事业开展专项规划?中关于“加快医院等级标准建设步伐、加强技术装备〞的重点开展目标要求：到2025年格尔木市人民医院必须到达三级乙等标准，以及?医疗机构设置标准?中对三级综合医院的根本设备设置要求，我院根据市发改委批复，实施?国家开发银行贷款2000万元购置医疗设备工程?，现贷款资金已经到位，拟按以下方案进行招标购置医疗设备。

四、招标程序
由于医疗设备属于特殊器材，根据医院的实际情况、设备的实用性、购置设备的紧迫性，由“设备购置专家小组〞对需要购置设备进行研究论证〔包括要求的性能、设备参数等〕，医院和专家小组对不符合要求的设备有权一票否决，最后提交“设备购置领导小组〞审批招标。
