方案财务科文明科室创立报告
精神文明建设历来是我科室工作的重要组成局部，创立“文明科室〞作为推进文明建设的重要措施，一直受到我科室的重视。我科室已经在“十二五〞工作方案中“以‘文明科室’创立为重点，推进‘三个文明’建设〞，并把创立文明科室作为精神文明建设的突破口。
为了推进我科室文明建设，更为了促进创立省级文明单位的各项工作，我科室坚持以中国特色社会主义理论体系为指导，深入贯彻落实科学开展观，认真贯彻执行党的路线、方针、政策和上级领导机关的重大工作部署为指导思想提出“文明科室〞创立方案，具体内容如下：
一、认真组织政治学习
根据我科室安排，抓好本科室学习工作。认真学习党的十七大精神、十七届三中全会和“三个代表〞重要思想为重点，扎实开展落实科学开展观学。党组织坚持开展“三会一课〞制度，认真落实党建工作和党风廉政建设工作责任制。积极开展社会主义核心价值体系学习教育，大力弘扬社会主义荣辱观和黄河水文精神，加强社会公德、职业道德、家庭美德、个人品德建设文明办公、文明用语、礼貌用语、礼貌待客，科室形成健康向上的风气。

二、做好业务工作
本科室工作制度健全，管理标准有序。科室认真遵守学，学习效果明显。科室领导善于掌握和解决本科室人员思想问题，关心科室人员的成长进步；科室人员集体观念强、爱岗敬业，恪尽职守，工作中坚持高标准、严要求，有较强的工作责任心，无重大责任事故。
科室工作职责、工作目标和工作任务明确，领导能够以身作那么，真抓实干，在2025-2025年中连续两年综合考核一等奖，科室成员工作积极性显著提高；效劳意识加强，注重开拓业务，工作实绩显著。在2025年的工作中，编制可行性研究报告及工程建议书14篇；科学合理编制2025年部门预算；合理调配资金，确保各项工作顺利进行；严格预算执行程序，控制经费支出；加大财务监督检查力度，确保财务行为合法合规；及时编制并上报水毁工程22个；全力做好汛前物资准备；及时调拨防汛物资；大力推行政府采购；全面完成水文局下达的基建任务；对已竣工工程申请了竣工验收。

三、开展创立活动、建立和谐文明科室
结合学习型单位建设，开展科室读书、学习活动；积极参加本单位组织的各项文体活动；积极参加各项社会公益活动、志愿者活动和互助、帮扶等活动，无借故不支持、不参与现象。创立工作有方案，有活动记录，有活动宣传文字和图片资料。
科室人员团结友爱，合作互助；有良好的卫生习惯和节约意识，自觉保持办公环境的卫生整洁，保护公共财物；科室人员衣着得体，仪表端庄，举止文明；科室秩序井然，工作时间严肃认真，集体活动积极热情，无吵架斗殴事件。
注重法制教育，科室人员法制观念强，自觉学习法津法规和参加普法学过以上处分和党纪处分的情况。认真遵守国家方案生育政策，认真遵守机关各项规章制度，自觉遵守劳动纪律。遵守国家保密规定，无泄密事件。遵守交通法规，无甲方责任事故。遵守消防、平安管理法规，未出现火灾、失窃等重大责任事故。
