聚焦内涵开展 彰显文化特色
2025年3月18日下午,市教委在七一小学召开全市"魅力学校文化育人"小学文化特色学校宣传活动启动会,海淀区教委副主任张彦祥作简要汇报。
  一、认识先行,充分发挥文化育人功能
  文化是蕴藏在学校物质表象中的精神内核,是学校师生内化于心的价值追求,只有优秀的学校文化才能孕育出高质量的学校教育。
  海淀区是全国著名的科教文化区,高校云集,文化气息浓郁。全区14万小学生在119所小学就读,为每一个孩子提供适合的教育,建设"让学生喜爱、让家长满意、让社会认可"的魅力学校,成为海淀小学教育工作者的责任和使命。因此,我区高度重视学校文化建设,因校制宜,稳步推进,不断提升学校的文化品味,使每一所学校都能够成为学生的成长乐园和精神家园。
  二、文化引领,注重打造学校文化特色
  〔一〕深化课程整合,提高课堂教学效率
  课程是学校育人的重要载体,影响着学生一生的开展。2025年1月,我区启动"课程整合、自主排课"实验,探索国家课程优质高效地实施,并结合各校特点努力创造适合每一个学生开展的教育。
  在实验中,各校重新梳理办学理念、育人目标与各类课程之间的关系,建构了富有特点的学校课程体系,通过整合课程内容、整合教学方式和各类资源,探索了长短课、大小课、主题研究课等课程实施途径。课程更加适合学生多样化的开展需求,更加符合教师教学的需要,更能表达学校的育人目标,学生感到校园生活丰富了,感兴趣的课程增多了。教师以极高的热情主动开展跨学科研究,创造力和积极性得到了极大的发挥。学校在自主建构课程的天地里,呈现出了前所未有的研究热情,打造了独具特色的课程文化。

  〔二〕鼓励自主开展,提升干部教师素养
  优秀的干部教师团队是学校文化建设的动力源泉。近年来,我区组织各类培训、研究课、根本功展评等活动10余次,参与课堂教学展评的教师达1000多人次,为教师专业成长搭设了宽阔的舞台。通过多种形式、不同层次的研讨和交流活动,促进了课堂教学研究与新课程的实施,探索了教学新模式和学习新方式。务本求实的系列活动培养了一批批师德高尚、业务精湛、勇于创新、持续开展的高素质干部教师队伍。
  〔三〕优化质量管理,提高学校管理成效
  教育教学质量是学校开展的生命线,是立校之本,是开展之基。我区构建了以促进学校、教师、学生全面开展为目标的质量管理体系,研制了各年级学业质量标准,开展基于学业质量标准的教学、评价和反响改良。在历年的小学教学工作会上,深刻剖析教学管理上的优势与缺乏,定期跟踪调研和指导典型学校,形成浓厚的研究气氛、有效的反思机制和科学的管理常态,引领小学教育教学工作方向。
  〔四〕优化育人环境,打造文化空间
  环境文化是学校文化的外在表现形式,对学生良好品行、审美情趣的形成产生潜移默化的影响。我区加大投入,精心设计,优化育人环境,重点建设"传承学校历史的校史馆、富有教育内涵的雕塑、凸显学校教育特色的主题文化墙",使校园内的一草一木、一角一景都凸显教育的引导和熏陶功能。全区小学校校不同,各具特色,呈现出了多样化的办学特点和百花齐放的良好局面。

  三、示范带动,促进全区学校整体提升
  为了让更多有个性、有特点的学校得到社会的广泛认可,海淀区教委于近两年实施了?海淀区小学学校特色建设工作方案〔试行〕?〔简称"绽放方案"〕,推出了一批在不同领域取得显著成效的特色学校。
  〔一〕树立典型,推进"四个十"工程
  2025年6月,全区小学启动了"绽放方案——四个十工程",即:评选办学理念最为深厚的十所小学;课程设置最适合学生开展的十所小学;校园环境建设最具教育品位的十所小学;校本工程最具特色的十所小学。
  各小学积极参与"四个十"文化特色学校创立评选活动,校长围绕"学校开展根底、学校开展态势、特色建设路径、行动推进举措"等方面总结提炼了特色建设的经验。专家评委的实地考察活动,使学校全面、客观、真实地展示了学校的特色建设工作。"绽放方案"让每一所富有文化特色的学校都能够精彩绽放,引领更多小学走上了追求"文化育人"的开展道路,为学生全面而有个性的成长奠定了坚实的根底,提高了区域教育的整体水平。今天,我们与会的16所小学,就是首批评选的40所特色学校中的典型代表。

  〔二〕推广经验,走进特色学校
  2025年,我们组织全区小学校长干部走进特色学校,以多种形式开展观摩、学习,在经验交流、智慧碰撞的过程中,促进各小学整体提升办学水平和管理水平。我们借助走进特色学校这样一种形式,推广经验,共建共享,持续跟进,启迪智慧,形成了区域联动、携手并进的良好局面。
  党的十八届三中全会明确提出要深化教育领域综合改革,大力促进教育公平;要加大力度推进教育教学改革,创新人才培养机制,全面提升学校育人质量。今后,我区将继续坚持内涵开展,进一步探索新形势下文化育人的新途径、新方法,有效促进教育优质均衡开展。
