街道志愿者效劳活开工作方案
为了推动“转作风、强效劳、促开展、惠民生〞主题实践活动， 充分发挥志愿者效劳队伍在全街道大型社会公益活动中的积极作用， 进一步弘扬“奉献、友爱、互助、进步〞的志愿效劳精神，大力弘扬 中华民族尊老敬老、扶残助弱的优良传统，建立健全志愿者效劳的长 效机制， 在全辖区营造共同效劳辖区居民、 关注弱势群众的良好气氛。 街道团工委特结合我街道实际，报请街道党工委研究，决定在全辖区 深入开展青年志愿者效劳活动。
一、活动主题
争做时代先锋，爱心奉献社会。
二、目的意义
通过广泛开展多 种形式的青年志愿者效劳活动，引导、教育广阔辖区党员干部、团员 青年、在校学生积极投身参与社区效劳，在全街道进一步营造引领风 尚，弘扬正气，无私奉献，互助互爱，讴歌时代典型，争做时代先锋 的良好气氛，充分展示文明罗桥、靓丽罗桥、魅力罗桥、和谐罗桥的良好风貌，提升社区居民的幸福指数。
三、队伍建设
各村〔居〕志愿者效劳队队长由村〔居〕支部书记兼任，各效劳队志愿者招 募工作主要采取自愿报名的形式进行。机关志愿者效劳队志愿者招募在街道党政办报名，村〔居〕志愿者在各自村〔居〕委会报名。志愿者队伍人员构成： 辖区各企、 事业单位党员干部职工、 青年团员、 村〔居〕干部、 居民、辖区中、小学学生，其他社会 热心人士等。

四、活动内容
1、开展送知识进社区、入小区志愿效劳活动。在社区居委会设 立政策、科技、文化、法律、卫生“五进社区〞活动联系点，建立居 民图书阅览室，定期组织开展专题宣教活动，发放宣传资料，开展现 场法律咨询、义诊等活动。
2、开展送温暖进家庭志愿效劳活动。关心辖区孤寡老 人、空巢老人、贫困家庭，定期对其进行慰问，帮助做家务、清扫卫 生，陪他们聊天解闷等。也可以定期组织开展文艺汇演、体育比赛等 活动，丰富群众文化娱乐生活，使辖区群众切实感受到社会进步、经 济开展带来的新气象，精神文明建设取得的新成就。
3、开展“爱我罗桥、美化家园〞志愿效劳活动。发动青年志愿 者开展“种植纪念树，见证我成长〞护花护草、植树、去除垃圾、打 扫环境卫生、清洁市政设施、去除非法张贴物等活动。
4、开展文明交通、文明指路活动。在辖区重要道路、重点十字 路口、公交站台等进行文明交通值勤活动，提醒市民文明行车、文明 乘车、文明行走、自觉排队、主动让座。
5、开展义务献血和中华骨髓库捐献等活动。
6、开展“讲文明、除陋习〞劝导活动。纠正局部村民， 说脏话，乱扔、乱倒垃圾，损坏公益设施等不文明行为。
7、开展外来务工青年关爱活动。积极为辖区外来务工青年开展 心理辅导，法律维权、政策咨询等活动。

9、组建“义务巡逻队〞，在全辖区开展治安巡逻和隐患排查化 解活动。
10、积极组织开展其他力所能及的志愿效劳活动。
五、实施步骤
〔一〕宣传发动阶段辖区各团组织要在稳固现有青年志愿者队伍的根底上，进一步做 好志愿者的招募和培训等工作，对志愿效劳活动进行广泛宣传发动，深入宣传志愿效劳活动的重要意义、组织安排和效劳内容，组建和扩大志愿者效劳队伍，进一步完善志愿者效劳的工作职责、章程等管理 制度，制定 2025年志愿者效劳活开工作方案和活动日程安排，发动 广阔团员青年、居民群众积极参与志愿效劳活动。各社区应于 3 月 5 日前完成，志愿者队伍的组建工作，并将招募情况上报街道团工委。
〔二〕活动实施阶段
村〔居〕各志愿者效劳队根据方案确定的活动内容，围绕活动主题， 积极开展丰富多彩的活动，力求取得明显效果。
1、志愿效劳活动要围绕效劳群众、奉献社会的宗旨，重点开展 义务效劳、劳动、结对帮困、村容整治、文体娱乐、文明素质提升等 活动。全街道各志愿者效劳队伍，每月开展具有一定规模的志愿效劳 活动不少于 2 次。
2、志愿效劳可采取集中管理、分散活动、形式多样的方式进行。 具体各效劳队根据工作实际自行确定。
