某新城建设的土地供给模式与激励机制研究

摘要:新城建设是一个漫长的过程,期间涉及到多方开发主体的合作。在项目规划初期,新城政府的研究重点在于如何吸引开发商的入驻,而吸引开发商进入的关键则是土地的供给模式。土地供给与开发问题上,新城政府与开发商存在近期发展与持续发展之间的矛盾。阐述了某15KM2新城的建设目标与用地性质,通过列举我国土地供给的主要类型和适用项目,提出适合该新城建设的土地供给模式,并建立相应的激励与约束机制。针对新城建设的土地供给模式,提出依据不同用地性质以及不同建设时期选择不同的土地供给方式,并利用土地分类分批供给、稳定土地政策以及落实税收罚款来达到对开发商的激励与约束效果。

Abstract : It is a long process for Metro construction, during which it needs the cooperation of the development of the main parties involved in. In the early project planning, the Metro government's research focused on how to attract developers to enter, and the key to attract developers is the pattern of land supply. On the issues of Land supply and development, there is a conflict between the Metro government and developers about the recent development and the sustainable development. This paper describes the goal of the construction of Metro of a 15KM2 and the appliance of land, lists the main types of land supply and application of the project, proposes land supply model for the new town construction, and establishes appropriate incentive and restraint mechanisms. For the supply model of new town construction, the writer propose a different way of land supply according to different properties and different period of construction sites and use the classification and partial supply of land, stable land policy and the implementation of the tax penalties on developers to achieve the effect of incentives and constraints.
