摘要:我国实施可持续发展战略的重点和难点在农村。农户经济行为是影响农村实施可持续发展战略进度与成效的一个基本因素。本文在对福建宁德、湖南衡东、江西上饶和天津郊区四地农村进入入户访谈的基础上,采用第一手资料具体分析当前农户的经济行为对农村启动和推进可持续发展战略的影响。调研表明近年来农村经济发展在某些方面对推进农村可持续发展战略的实施具有积极的影响,农户生产和生活的提高直接或间接有益于农村生态环境保护。然而另一方面值得注意的是,农户追求经济利益最大化的行为对农村实施可持续发展战略形成潜在的不利制约。政府应当加大对农户经济行为的引导力度,努力为推动我国农村向可持续发展模式转型奠定坚实的基础。

农村社会经济发展是影响中国发展大局的一个关键因素,同样这也适应于我国可持续发展战略的启动与推进。我国要有效地实施可持续发展战略,加快整个社会向可持续发展模式转型的步伐,难点和重点显然都是在农村。在当前全社会都高度重视推进建设社会主义新农村的特定历史背景下,真正有效地启动和推进农村可持续发展战略的具体实施,需要重点加强对农户的经济行为的引导,努力为我国农村地区推进可持续发展战略奠定微观的基础。

近代社会关注可持续发展问题有两个现实的背景:一是对工业发展引起的不可再生资源消耗的忧虑,二是对农业发展过程中出现生态环境恶化的担忧。比如,流传甚广的罗马俱乐部发表的《增长的极限》,曾引起了人们
