经济调整的有关论述,并考察了改革开放以来国有企业的进退历史。评述关于竞争性行业国有企业进退的三种代表性观点,即全面退出论,不能退出论和适当退出论。分析西方经济学的“市场结构模型”及国有企业的有关理论,指出了现实中典型存在的“垄断竞争市场”和“寡头市场”中的行业实际上是竞争性行业,国有企业在市场竞争中产生的必然性。最后分别考察美国、法国和新加坡三国国有企业在竞争性行业的进退实践。从而在理论和经验上充分论证:竞争性行业中国有企业应当是适当进遢,既有所退出亦要有所进入,全面退出或只进不退都是片面的。
第三部分包括第三章和第四章,这是全文的实践部分,是理论研究的现实回归处。第三章是分析的重点,该章介绍了泉州国有企业的特点与改革现状,论述符合泉州实际的“抓大放小、强调以放小为主、放开搞活国有经济”的战略调整思路。结合典型案例分析了嫁接外资改造,股份制、股份合作制、出售,多种方式混合和BOT等多种灵活而有效的国有经济进退方式,从中揭示出,竞争性行业在泉州市场经济中的准确界定及国有经济在其中是有退也有进的。对泉州国有经济战略性调整实践给予了充分肯定。第四章是对第三章分析的进一步展开,分析泉州国有企业改革存在的一些亟待解决的问题,并提出几点相应的对策思考。
第四部分即余论,这是在前三部分理论和实践研究的基础上引出的一个值得进一步研究的相关问题。简要论述了在市场经济中国有经济比重会有所减少的趋势或事实上已较低的情况下,必须正确把握国有经济控制力含义及与其竞争力的内在关系,指出国有经济的竞争力是其控制力的基础,国有经济的控制力只有在市场竞争中才能真正形成和不断增强。最后概括了泉州国有企业改革实践的几点重要启示。

are in a more special PIace in socialist Construct and develope socialist market economic system,it’s necessary to start a thorough reform in the former state economic distribution and traditional SOES focus and difficulty lie in the Problem of advance and retreat of the SOES which are widely distributed in petitive ,to expose the law of advance and retreat in economy in petitive trades,we need to do some research both in theory and in thesis is divided into four Parts:
