摘 要
本文的研究目的是提出武汉城市圈研究生教育 2010-2020 年的发展战略。
为此,本文首先界定了研究生教育发展战略的相关概念,提出制定研究生教育发展战略的理论基础,明确对武汉城市圈研究生教育发展战略进行研究的必要性和思路。
其次,以武汉城市圈研究生教育发展的现状为研究对象,通过调查研究及详实的数据分析,明确武汉城市圈研究生教育发展取得的成绩和亟待解决的问题。取得的成绩有:研究生学位授权单位、授权点迅速增加,办学水平不断提高;研究生导师队伍不断优化,整体素质稳步提升; 研究生教育的服务功能进一步增强。存在的问题包括:研究生教育质量不容乐观;研究生教育结构不尽合理;研究生教育资源分布不均衡。
继而,从国际高等教育的发展趋势、国家宏观政策的影响、湖北省社会发展及武汉城市圈发展目标和产业结构调整等四个方面,概况了武汉城市圈研究生教育发展面临的机遇和挑战。抓住发展机遇、迎接面临的挑战是实现武汉城市圈研究生教育又好又快发展的必要条件,同样也是战略研究不可或缺的内容。
最后,以现状为基础,市场需求为导向,提出了武汉城市圈研究生教育发展的战略构想。按照已确立的战略指导思想,提出武汉城市圈研究生教育 2010-2020 年发展的战略目标,根据武汉城市圈的实际情形提出了四项具体目标——质量目标、结构目标、规模目标和效益目标。且一并提出了实现既定战略目标的战略对策,以及保证武汉城市圈研究生教育发展战略顺利实施的五条主要战略保障措施。
研究过程中,笔者坚持联系、发展、可持续的原则,从战略高度分析与武汉城市圈研究生教育发展相关的各类因素,明确自身优、劣势, 把握自身发展方向,遵循教育发展的客观规律,明确一定时期内的发展目标,拟定切实可行的战略措施。

Abstract
The aim of this study is to put forward the development strategy of postgraduate education development of Wuhan Megalopolis in the 2010-2020 Period.
So this paper starts with analyzing the related concepts and the theoretical basis of the strategy of graduate education development, to clear the necessity and thinking of the strategy of graduate education development of Wuhan Megalopolis.
Secondly, regarding the status of the postgraduate education development of Wuhan Megalopolis as the research object, through investigation and analysis, we have summarized the achievements and the existing problems in the graduate education development of Wuhan Megalopolis. Based on achievements and problems, it is the key point of putting forward the strategic idea.
Then, we have analyzed the opportunities and challenges faced by the graduate education development of Wuhan Megalopolis. It is an ess
