ABSTRACT
In recent years, the city is facing a growing number of high impact weather, such as dust, high temperature, lightning, heavy rain, fog and haze disaster. Some of these events have caused great casualties and property losses, and some are closely related to urban life. Thus public and media attention to the dissemination of urban meteorological disaster warning information is increasing. Currently, many departments have developed their contingency plans, but the drawbacks still exist, like massive contents plicated procedures, especially on warning dissemination on meteorological secondary and derivative disasters. Most of the departments are lack munication between each other, and a standardized mechanism has not been established, which makes the contingency plans not very practical, plus lack of necessary emergency rehearsals. So when the disastrous weather appears, related departments can not take joint response.
Taking “July 21 rain storm in Beijing”, “July 23 Typhoon Vicente in Guangzhou” and “Hong Kong’s experiences response to July 23 Typhoon
Vicente” as case studies, “Dissemination of Urban Meteorological Disaster Warning” as core, “government leading, multi-agency response, and social media involvement” and “warning dissemination mechanism characterized by unified dissemination and quick delivery” as principals, as well as theories of “Public Crises Management”& “Pubic Crisis Governance”.
