摘 要
高等教育质量管理的世界里,有权者不负责,负责者没有权。缺乏责任的管理是无效的管理;高等教育质量管理也因为长期以来缺乏对于责任的正视而失去应有的效力。本文以责任为中心,以利益相关者理论为基础,将高等教育质量管理的三大责任主体——政府、社会和高等学校作为研究对象,对高等教育质量管理中责任体系与责任履行机制的构建作了初步探索。文章在对高等教育质量管理的研究现状、责任问题研究现状进行梳理的基础上,指出当前我国高等教育质量责任问题主要表现为:责任的缺失,并将责任缺失归纳为三方面的原因,即质量主体模糊、管理主体错位、责任主体缺失。其次,在把高等教育机构作为一个典型的利益相关者组织的基础上,指出高等教育质量问题中的三大利益主体——政府机构、社会组织及高等学校,文章进一步对高等教育质量责任的性质与类型作了探究,指出了三大利益主体主要质量责任的内涵并揭示了它们彼此间的相互关系,由此构成高等教育质量管理的责任体系。第三,构建了高等教育质量管理中责任的履行机制。该履行机制主要包括政府主导的调控机制、社会主导的监督机制和高等学校主导的自律机制。

In the world of higher education quality management,the one who has right doesn,t take on responsibility while responsibility takers do not have management without corresponding responsibility is the higher education quality management has not good result because of ignoring the responsibility.
The paper,focusing on‘'responsibility'’and basing on the theory of stakeholder, studies three main parts in our higher education quality management;also we have
made basic exploration about the system and mechanism on the quality responsibility the b about responsibility problem,the paper points out that responsibility lOSS iS the core problem,which covers vague subject,management dislocation and the duty ,the P印er shows clearly the three stakeholders in the higher education quality issue after the analysis about the stakehcllder
reveals the relationship between ,the paper further try to construct the mechanism about carrying out may contain regulation mechanism of the government,supervision mechanism of the society and self-constraint of the university,who are the main parts of the whole system.
