中文摘要:在全球范围蓬勃发展的非盈利部门将是21世纪最重大的制度创新之一。非盈利部门将同政府部门和市场部门一样,对人类的社会发展和经济增长发挥着重要的作用和影响。改革开放以来,中国各种类型的非盈利组织逐步发展壮大,在众多领域为社会和经济发展做出了重大贡献,非盈利组织有助于填补政府用于社会发展方面的资金不足,能够开拓大量就业机会,增加了资源运用的透明度和合理性,推动社会广泛关注与帮助在经济与社会发展过程中资金与人力薄弱的某些部门,以及遭遇困难的脆弱群体,对发展滞后的地区与弱势企业的转变有重要作用。同时非盈利组织自身也存在许多不足,如能力不足,管理能力、创新能力和可持续发展能力的滞后严重影响了机构自身的发展,所以加强其能力建设,改善其运作方式,是非盈利组织发展的必经之路。新形势下如何加强非盈利组织能力建设,需要讨论四个方面的问题,第一是非盈利组织的运作和发展需要那些能力;第二是能力建设的途径;第三是如何成功地进行能力建设;第四是对我国非盈利组织发展方向的建议和设想;中国非盈利组织的能力建设是一个长期、艰苦而复杂的过程,许多问题还没有答案,我们看到问题的同时还要思考针对这些问题所应该采取的措施,逐步改变非盈利组织自身能力不足的现状,加快建设的步伐,早日促使中国的非盈利组织与国际接轨。

Abstract: The worldwide robust development of non-profit institutions is one of the most significant events among the 21st century institution innovation. Together with anizations and market departments, non-profit institutions will contribute to the social development and economic growth, exerting tremendous influences. Since the opening and reform of our country, non-profit institutions of various kinds have enjoyed sustainable and health development, enhancing social and economic development in various fields. They provide fund to support social development causes where the governmental fund is out of reach, create more jobs and make the deployment of resource more transparent and rational. By helping to lift the marginal groups from troubled situations and provide fund and personnel support to those departments lacking in both of them, the non-profit institutions will play an indispensable role in transforming the less developed areas and marginal enterprises. As a new phenomenon, there are still many problems within the non-profit institutions themselves, they are still relatively weak in management ability, innovative ability and sustainable development ability which pose a severe threat to the institutions' development.
