摘要
泰州市地处里下河腹地,境内河网密布,航道纵横,但内河航道的规划和建设进展缓慢,不能满足国民经济和综合运输发展的需要。随着国民经济和社会发展,泰州市内河航运所处的内、外部环境发生了较大的变化,内河航运发展面临新的机遇和挑战。泰州市内河航道规划是泰州市交通规划的重要组成部分,是全市国民经济和社会发展规划的重要基础。在新的发展观指导下,编制好泰州市内河航道规划,将对今后的泰州市内河航道建设起到积极的引导作用,使内河航道更好的为社会和经济服务。
本文在深入分析泰州市经济和水路运输现状基础上,对内河航道、港口、等各运输环节进行综合分析评价,揭示目前存在的问题,提出解决的总体思路和途径,并确立建设发展的战略思想;从内河航道的建设功能出发,分析论证内河航道建设对社会经济、城市发展及对泰州港口群发展的影响与作用;对泰州市社会经济和交通需求进行定性及定量分析预测,及水运货运量水平预测,确定航道建设的规模;根据泰州市城市发展需求、产业布局、资源分布特点及经济发展对交通需求,提出与之相适应的内河航道规划及港口规划;根据航道等级、港口规模,提出项目分期实施意见。
研究认为,开发建设内河航道有利于促进地区经济发展,有利于水资源的综合利用, 对促进泰州长江港13发展具有深远影响,将进一步加快城市化进程,并有利于环境的改善,最后提出航道网和服务区的布局方案以及开发序列和建设资金需要。
