摘要
电力工业正经历着由传统的垂直垄断管制到竞争监管的变革。电力市场环境下,随着输电网络的开放和市场竞争的开展,电力网络的某些部分可能趋于功率极限,阳襄问题更容易白现,使电力系统运行承受很大的风险。阻寒管理是系统运行部门面临的…个很重要的问题,直接关系到系统的安全稳定。阻塞管理要解决两个问题,即阻塞消除与阻塞定价或费用分摊问题。阻塞费用的合理定价能实现阻寨费用在市场成员之间的公平分摊,促进输电网的有效使用,从而减少阻霖的发生。
本文从分析现布的阻塞费用分摊方法入乎,比较了各种方法的优缺点,并指出现有的费用分摊方法并不适用于动态阻寨管理。针对动态阻塞管理的特点,本文分析了动态阻塞管理的过程,并与静态阻葱管理相比较,提出了适于动态阻寨管理的费用分摊方础。
i衷方法首先根据动态阻塞管理与静态阻塞管理结果的比较,将阻塞费用划分为静态阻塞费用和动态阻寒费用两部分,分别分摊至发电侧,然后将归算到发电侧的阻塞费用分摊给发电厂商和用户。为了分摊动态阻寨费用,本文分析了机组有功出力调整在功态阻塞管理过程中对于系统暂志稳定性的影响,用多次仿真的方法计算了各机组出力调整对于各有危害故障的贯献因子,由相对贡献因子的加权得到机组对于系统暂态稳定性的贡献,并依此分摊动态阻寨费用。
最后,本文针对新英格兰 39 节点典型系统上的某次动态阻塞管理,进行了仿真验算,得出了动态阻塞费用的分摊方案。计算结果证明了本文提出分摊方法的有效性和可行性,从而为动态阻塞费用分摊的工程应用进行了有益的探索。
