城乡协调发展背景下的梁平县城乡总体规划探讨.pdf

摘要

新中国成立以来 50 余年的建设历程,尤其是改革开放 20 多年来努力所取得
的巨大成果,引领我国的发展进入了一个十分关键的时期。这既是一个快速发展
的时期,同时又是各种矛盾的凸显期,解决和处理好这些矛盾,树立科学发展观,
使我国的经济、社会和谐、持续、健康发展,是党中央、国务院提出的工作总的
原则和目标。为此,2008 年 1 月 1 日起施行的《中华人民共和国城乡规划法》明
确规定了“遵循城乡统筹”“改善生态环境”的城乡规划原则和目标。论文基于梁平
县对城乡总体规划的编制实践,对城乡谐调发展规划进行了初步探讨。
论文共分 4 个部分:
第一部分(第 1 章)——提出问题:城乡协调发展研究的重要意义。
第二部分(第 2 章)——理论部分:介绍了城乡规划的研究方法和基本理论,
作为整个研究的基础。
第三部分(第 3、4 章)——现状分析:分析了梁平县城乡协调发展面临的主
要问题,剖析了城乡协调发展的背景和约束条件,提出了解决解决问题的基本思路
和方法。
第四部分(第 5 章)——解决问题:梁平县城乡总体规划的编制实践。
论文的最后是结论部分,对全文的内容做了简要的总结,并指出了论文的不
足和需要进一步研究的问题。

ABSTRACT

The construction course since the new China was founded 50 years ago ,especially
the large achievement we have got through 20years’hardwork after reformation and
opening leads the developmentof our country to the pivotal period. It is the period of
rapid development, at the same time it is also the protruding period of all kinds of
contraventions. Solving and dealing with these contraventions well, as well as
building up scientific views of development and making the development for the
economy of our country and the harmony of society lasting out healthily are the
principles and aims the party center and the State Department put forward .So the《The
Law for planning out the city and country of the People’ Republic of China 》 is carried
out from the first the January ,2008. It clearly prescribes the principle for planning out
the city and country , which is to fellow the plan as a whole of planning out the city
and country, so that we can realize the aim of improving the environment. The thesis
will discuss how to plan out the city and country for the harmonious development on
the base of the Liangping’ working out and practice.
The contains 4 parts, as follows:
The first part (the first chapter )—bringing forward the problems: the
important meaning of making the city and country develop harmoniously.
