摘要
随着21世纪智能电网、坚强智能电网的供电新技术时代的到来,以及电力市场竞争机制的日趋完善,知识密集型和技术密集型的基层供电企业将面临更加激烈的市场竞争。竞争将凸显为人才的竞争,原有在自然垄断时期建立的企业员工激励机制明显滞后,已有的物质激励机制的作用日益弱化,要想赢得竞争优势,必须将人力资源管理从战术管理地位转向战略管理的高度,树立“以人为本”的管理观念,从满足员工多层次、多元化需要出发,最大限度地激发员工的主动性、积极性和创造性,探索建立有效的激励机制,建立一套完善的激励机制,以激发职工的潜能。本文的研究方法是:研究其人力资源管理的特点和不足。结合其他行业的优秀企业以及国外供电行业的先进管理经验,综合考虑我国供电企业的自身特点,提出具有可操作性的改革意见。最后,评估改革措施对供电企业人力资源管理工作的影响。本文结合基层供电企业员工激励的现状,指出了基层供电企业激励机制中存在的问题和原因,从解决实际问题的角度出发,运用科学的激励理论,探讨基层供电企业在激励机制方面的变革与创新,有针对性地提出了对策和措施,使基层供电企业得到全面、可持续的发展,从而实现国家电网公司提出了以“三个建设”为保证,全面推进“两个转变”,建设“一强三优”现代公司的发展战略目标。

Abstract
With the development of smart grid and strong smart grid, competition mechanism of electric market e better and better. Basic unit power supply enterprises, who are knowledge-intensive and technology-intensive, will encounter with more fierce petition,in which petition is the core.
