论一体化管理的国土整治规划思想

摘要:为科学编制镇级国土整治规划提供理论依据,为同类研究提供参考,进行了文献研究、理论研究
和实证研究。得出研究结果:一体化管理的国土整治规划思想是指对特定区域的国土资源开发利用、
治理保护行动,在一定的规划期间内,为达到一体化管理目标,以统一尺度的台,整合
各相关规划,形成联动的管理机制和体系的规划理念;统一的基础平台、协调一致的规划和统一互动的
管理是三个基本特征;辩证关系表现为统一的基础平台是基础,协调一致的规划是前提,统一互动的管
理是核心。一体化管理的国土整治规划思想是指导镇级国土整治行动及规划编制行之有效的思想。
