合肥与长江中游城市群合作机制研究
摘要:在全球经济一体化和区域经济一体化的进程不断加深的背景下,各区域间实现良性合作就成为促进区域经济发展的重要机制。在中国,继长三角、珠三角、环渤海城市群发展起来后,长江中游城市群据其优越的条件有望成为中国“第四增长极”。特别是城市群内四省会城市:武汉、长沙、合肥、南昌地理位置相近,自然资源同质化高,产业布局相似,协同发展有利于区域经济均衡增长。合肥作为连接长三角与长江中游城市群的桥梁,具有重要战略意义。因此,本文通过对以往专家学者的观点以及相关部门管理经验进行整合、分析,采用SWOT分析法对合肥市进行综合分析,并依照一定的顺序按矩阵形式排列起来,把各种因素相互匹配起来加以分析,从中得出优势机会策略(),劣势机会策略(),劣势威胁策略(),优势威胁策略()的结论,并提出合肥与长江中游城市群的合作机制,包括主体机制、目标机制、运行机制、制度保障机制。

The Cooperation Mechanism between Hefei and the City Group in the Middle Reaches of Yangtze River
Abstract:The integration of global economy and regional economy is deepening. Under such a background, the positive cooperation between regions is increasingly ing the essential development mechanism for regional economy. In mainland China, the city group in the middle reaches of Yangtze River is promised with the future of the fourth pole of economic growth after the city groups of Yangtze River Delta, Pearl River Delta and Bohai Bay Megalopolis, as a result of its perfect conditions. In this region, the cities of Wuhan, Changsha, Hefei and Nanchang, the four provincial capitals, are especially well-developed. Besides, these four cities are renowned for their close geographical location, high homogeneity of natural resources and identical industrial distribution. Therefore, their cooperation would contribute greatly to the balanced growth within the whole region. In these four cities, Hefei, function as a bridge between the Yangtze River Delta and the city group in the middle reaches of Yangtze River, is of great strategic significance. On the basis of the arrangement and studies of the past perspectives of scholars, together with the management experience of related departments, the paper’s research center is Hefei.
