摘要
自1995年以色列VocalTec公司推出第一款IP电话“ Phone”以来,VoIP一直是国内外研究与应用的热点。VoIP的出现,打破了各国电信业务垄断的局面,在新技术和实际需求的双重驱动下,VoIP已经势不可挡地开始向传统语音业务市场蔓延渗透,2003年以来,中国VoIP通信量一直以每年30%的速率增长,表明这种基于互联网的语音增值技术已经逐渐成为电信业的主导。
VoIP是一种以IP分组交换网络为传输平台,对语音信号进行压缩、打包等一系列特殊处理,使之可以采用无连接的UDP协议进行传输的技术。VoIP技术的发展极大地改善了网络带宽的利用率,大大降低了语音传输的费用。
本论文首先介绍了VoIP技术的发展历程、应用现状和未来趋势,简要分析了VoIP的基本原理和常用协议。从系统设计、硬件构架、软件构架三方面对VoIP做了比较深入的剖析,在对传统电话网PSTN弊端的分析以及VoIP技术在XX省人寿系统企业网中应用可行性分析的基础上,提出了一套实用的企业级VoIP系统设计方案,实现XX人寿系统企业数据网与传统电话网“双网合一”。论文详细研究了工程实施过程中各种复杂环境下系统需求的实现,重点分析并解决了设计中心主备网守可靠备份;基于路由互指双拓扑方式建设地市VoIP虚拟网;实现语音透传和PSTN落地;通过共享轮询技术实现系统电话无缝呼叫外线;网管计费系统和电话会议系统的架设;实现语音呼叫路由优化设计等关键技术问题。
本方案设计并实施了企业网与传统电网话的融合,突出说明了VoIP技术的优势以及其为企业为个人带来的巨大经济效益。该方案已经付诸实施,验证了本方案的正确性和可行性。

Abstract
Since the first IP phone (VoIP), namely Phone, was developed by an pany (VocalTec) in 1995, VoIP has been a research hotspot and widely used at home and abroad. The appearance of VoIP has broken the monopolization of pany. Driven by new technology and reality aquirement, VoIP has inevitably begun to spread and rate to the traditional munication 2003, the VoIP traffic has been increased by more than 130% annually indicating that the value-added voice technology based on has gradually e the leading in munication industry.
VoIP takes the IP packet work as its transmission platform which can transfer the voice signal by the connectionless UDP protocol based on pression, packaging and other special treatments. VoIP technology has greatly improved the utilization of bandwidth and reduced the cost of voice transmission.
This thesis firstly introduced the development, the current application state and the future trends of VoIP technologies. And then the basic principle mon procotols of VoIP is briefly analyzed.
