Abstract
status of new countryside cultural construction is not only relates to improve peasants
’cultural welfare and cultural quality,but also relates with the process of integration of
urban and rural culture as well笛the construction of harmonious ,it is worth to concerned and supported by whole paper,under the guidance of Marxism Theory and Scientific Development Philosophy,has explored this issue in many ways using the methods of the bining the practice and investigate
the background ofthe new socialist countryside construction,it’S aimed to
construct a rural culture and morphology of rural culture which is harmonious,ecological,civilized,healthy,scientific and new countryside cultural construction is not only an important content of buliding new socialist
countryside,the current demand of building well—off society,the inner requirement of

壁 the new countryside cultural construction has obtained significant the meantime,there are still many difficulties in the process of new countryside cultural construction,however,it haS many reasons which result in difficulties.
Adopting the scientific development philosophy,we should focus on cultivating new rural spirit,civilized and healthy life style,harmonious culture atmosphere觞well嬲new 'we shall set up new concept,foster new culture,actively explore the new method and approach of new countryside cultural construction.

社会主义新农村建设是我国现代化进程中的重大历史任务,文化建设是新农村建设的灵魂,加强新农村文化建设对树立和落实科学发展观,构建社会主义和谐社会,推动新农村建设,满足农民群众日益增长的多层次、多方面文化需求,具有重大的意义。改革开放以来,特别是十六大以来,我国农村文化工作取得巨大成就, 党和国家十分重视农村文化建设。尤其是建设社会主义新农村的号角吹响之后,新农村文化建设得到前所未有的重视,农村文化设旆状况明显改善,文化服务能力显著提高,文化活动不断丰富,农村公共文化服务体系初步形成。但是,由于我国农村文化事业长期发展滞后,这对新农村文化建设的发展进程产生重大影响,因此, 研究新农村文化建设问题具有深刻的理论意义和现实意义。本文以马克思主义的基本观点和科学发展观为指导,运用理论与实践相结合的方法,在借鉴国内有关专家学者研究成果的
