摘要
财政支出是政府为实现其职能对财政资金进行的再分配,是促进经济又好又快增长的重要手段,有效的财政支出政策对政府职能的实现、经济增长方式的转变、社会公平的实现等具有重要意义。河南省近些年快速发展的经济中,财政支出发挥了不可或缺的作用,合理的财政支出政策极大地促进了河南省的经济增长。本文在财政支出和经济增长关系的相关理论的基础上,利用河南省1978—2010年财政支出和国内生产总值的统计数据,采用定量实证分析方法对财政支出和国内生产总值的关系进行研究分析,检验了政府财政支出与国内生产总值的正相关关系,研究结果发现,在所选择的样本期内,政府财政支出始终是影响国内生产总值的重要因素。因此,河南省要在结合本地区的特点优势,吸取以往经验教训的基础上,更加注重合理财政政策的制定,更好地发挥财政支出对经济增长的带动作用,促进本地区经济的更好更快增长。

Abstract
Fiscal expenditure is a kind of redistribution of the financial funds for the government to realize its function and it is an significant means to promote the economy to develop rapidly and soundly. Efficient fiscal expenditure policy plays an important role for the government to realize its function and for the economic growth pattern to change and also for the realise of the social equity and etc. The economy of Henan Province is developing rapidly in recent years, and the fiscal spending has played an indispensable role for this, and reasonable fiscal expenditure policy can promote the economy to develop greatly. On the basis of some related theory about the relations between the fiscal spending and economic growth, this paper use the method of quantitative empirical analysis to study the relationship between the financial expenditure and gross domestic product, making use of the 1978—2010 statistics data about the fiscal spending and gross domestic product of Henan Province and test the positive correlation between government expenditure and gross domestic product. The study shows that the government expenditure was always an important factor for the growth of the economy in the selected sample period. As a result, Henan Province shall pay more attention to the establish of the fiscal expenditure policy, considering the characteristic and advantage of the region and learning the lesson of the past. Only in this way can it play a more important role to promote the economy greatly.
