摘要: 十六届五中全会提出了建设社会主义新农村的重大命题,这是适应我国经济社会发展新阶段的必然要求。然而,建设社会主义新农村,首先遇到的就是资金问题。当今市场经济条件下,金融已成为经济的核心,它决定着经济发展的速度和效率。当金融因素的作用受到限制时,经济的增长必然会遭遇资本投资不足和金融资源低效率配置的约束。新农村建设资金需求总量巨大,要求具有广泛而有效率的信用活动和金融运行,以保障持续增加的资本投入和金融资源的有效配置。但毫无疑问的是,我国现阶段的新农村建设中的金融现状已形成对我国新农村建设及农业的可持续协调发展的严重制约。新农村战略的实施,离不开金融业的大力支持,探索多种、新的金融支持方式是新农村建设资金来源的关键。

Abstract: Our government proposed the significant proposition of building new socialist countryside, this project is inevitably request of our country economic society adapts to develop the new stage. However,we have to face the first question is the financial support in building new socialist modern times , under the market economy condition,the finance has e the core of the economical,it is deciding the economic development of speed and the efficiency. When the financial factor's function is restricted, the economical growth can definitely encounter the capital spending insufficiency and the financial resources low efficiency disposition restraint. The new rural reconstruction call for total fund quantity is huge,in order to safeguards the lastting gowth of capital input which and the financial resources effective in the process of building our new socialist countryside,we must occur that this project request widespread and effective credit activity and the financial movement。what without a doubt is that the financial status quo of new rural building in our country stage has e the sercious reconstruction in rural building and lasting agricultrure developing. New rural implementation of the strategy is without the financial services industry strong is the key sources of funds to Explore a variety of new ways of financial support for the new rural construction .
