School of Administration Fuzhou University, Fujian, China @;@ Abstract: In recent years, government’s investment on education gradually increase, China's education has made tremendous progress. As the focus of education reform and development in China, Compulsory education’s development has been the concern of government and society. Despite the increased ration pulsory education, its non-balanced development has e increasingly prominent. By comparing the student funding between urban and pulsory education from 2004 to 2009, the article analyses the situation of China's urban and pulsory education funding, and it could be found that China’pulsory Education is still non-fair. At present, under the economic structure of China's urban-rural dual system, economic development between urban and rural has e imbalanced, the weak rural economy will inevitably limit the development pulsory education. Although the existing fiscal transfer payment system increased central investment, it has little effect on alleviating the financial pressure of the grass-roots government, and funds may be misappropriated. In addition, the pulsory education achievement indicators would make the county and township governments
