21世纪是知识经济时代,国家之间激烈的竞争实质上是科技和人才的比拼,我国
要想在激烈的角逐中取胜,必须重视科技发展和人才培养,特别要注重创新型人才队
伍建设。而现在的学校教育主要是让学生接受知识、学生就像一个大的“容器”,只
能被动的学习已有的知识,很少自己真正去思考问题、提出问题,学生的问题意识淡
薄。没有问题就不会主动去积极思考、认真探索,不去探究就不会有创新,因此,培
养学生的问题意识对创新型人才的培养至关重要。高中阶段的学生处于生理与心理快
速发展时期,这个时期是培养学生问题意识的关键时期。而思想政治课由于其特殊性,
容易引发学生去积极思考,因此有必要以思想政治课课堂教学为突破口,培养学生的
问题意识。
本文借鉴己有的研究成果,简要阐述了问题意识的内涵。结合思想政治课教材和
教学的实际,论证了在高中思想政治课教学中培养学生问题意识的必要性和可行性和
积极意义。根据学生问卷调查、教师访谈和笔者自己教学的实际情况,得出当前高中
思想政治课教学中学生问题意识的培养存在问题,主要表现为没有提问的意识、不敢
提出问题、缺少提问兴趣、缺乏提问的环境、提不出有价值的问题。从学生、教师和
教育制度三方面分析其原因。根据存在问题的原因和教学实际情况,就思想政治教学
中如何培养学生的问题意识作了深入的探讨,从转变观念,扫除阻碍学生问题意识产
生的心理障碍;提高学生的能力,为培养学生的问题意识奠定基础;营造民主、平等
的课堂氛围,激发学生问题意识;运用多种教学方法,促进学生问题意识;完善教学评
价制度,提升学生的问题意识五个方面,提出了比较系统的策略,具有较强的操作性。

As we all know, the twenty-first century is the era of knowledge and economy. In fact,
petition between countries is essentially petition of science, technology and
talent. If we want to win , we must pay more attention to the development of science and
technology, especially the construction of talent team. But nowadays schools mainly pay
attention to the knowledge teaching. The students just like a "container".For example, they
just try to finish the task of learning,but seldom to think about the problem by themselves.
They don’t have the ability of analyzing and solving questions, they
explore nothing and also lose the ability of innovation. So we should motivate the students'
interests and cultivate their ability of thinking and operation and high
