摘要

目前,我国低碳交通建设正在全面展开。高速公路交通运输节能减排是低碳交通建
设的重要内容之一,高速公路运营管理对高速公路交通运输节能减排有着极其重要的影
响。在此背景下,研究高速公路低碳交通运营管理评价具有重要的现实意义。高速公路
低碳交通运营管理评价是站在是否有利于高速公路交通运输节能减排的角度上,对高速
公路运营管理部门的运营管理水平做出研究和评估。
本文首先论述了低碳交通的含义和高速公路运营管理的主要内容,并分析了高速公
路运营管理对车辆碳排放的影响。在此基础上,本文构建了高速公路低碳交通运营管理
评价指标体系。选取的一级指标分别为:道路基础设施状况、道路服务水平、收费站服
务水平、养护计划组织水平、交通安全水平和运营管理信息化水平。然后,本文分析了
现有的综合评价方法,选择使用层次模糊评价法进行评价,并对层次模糊评价法的相关
理论做了介绍。最后给出了评价应用示例,验证了评价方法的可行性。
最后,本文针对我国高速公路运营管理目前存在的薄弱环节,提出了对策建议,分
别为:加强出行者信息服务系统建设、推广不停车收费系统、加强预防性养护和高速公
路紧急救援管理;并对每条对策建议进行了论述分析。

Abstract
At present, China's low carbon transportation construction prehensively developing. The
expressway transportation energy saving and emission reduction is a important content of Low carbon
transport Construction. Expressway operation management has a extremely important influence about the
expressway transportation energy saving and emission reduction. In this Background, the study on
Expressway operation and management evaluation of Low carbon transport has important practical
significance. Expressway operation and management evaluation of Low carbon transport expressway is
make research and evaluation about Expressway operation and management, on whether it would be
beneficial to expressway transportation energy saving and emission reduction.
This paper introduced the concept of low carbon transportation and the main content of Expressway
