城市社区建设中的法制教育问题的分析.pdf

摘要
依法治国是社会主义市场经济发展的客观要求,是实现国家长治久安的重要保障,
是构建和谐社会的重要条件。构建社会主义和谐社会的基础就是构建和谐社区,必须创
新社区管理模式,推进社区依法治理。随着我国城镇化进程的加快,城市社区的规模和
数量迅速增加,社区基本建设水平越来越高,社区管理逐渐进入规范化管理的轨道。然
而,从全面建设小康社会的目标和提升社会文明程度的发展要求来看,现阶段城市社区
文化建设水平远远没有达到发展要求。其中在社区法治文化建设上,突出表现为社区依
法管理水准不高,社区生活环境缺少法治文化氛围,社区居民活动缺少法治生活内容。
而大量流动人口的融入,也使社区情况变得复杂,矛盾纠纷出现多样化。通过开展城市
社区法制宣传教育,弘扬法治文化的精神,培养社区居民的法律意识,有效排解矛盾问
题,才能有效推进依法治国基本方略的实施。
本文分为四部分,主要通过文献研究法、案例分析法和调查研究法等研究方法进行
论述。第一章引言从明确问题的提出、研究目的与意义、国内外研究现状等方面进行阐
述。第二章论证城市社区建设中加强法制教育的必要性,内容包括法制教育对城市社区
建设的意义,开展法制教育对提高社区居民法律素质的积极影响。第三章对现阶段法制
教育的存在的问题及原因进行分析,力图找出城市社区法制教育工作中存在的若干问题。
比较突出的问题表现在法制教育的队伍薄弱、形式陈旧单一、内容没有针对性等,其原
因是由于法制教育工作没有得到重视,法制教育的作用不能得到发挥。
第四章主要是针对城市社区法制教育存在的问题,提出在法制教育过程中要坚持以
人为本,从社区居民生活的实际需要出发,从多角度入手,运用多种方式、方法,突出
教育活动的针对性和方向性,规范城市社区管理,创设法治文化的环境氛围,系统开展
法制宣教活动,组织丰富多彩的法治文化活动,为提升城市社区的文明程度,建设小康
社会作出贡献。结论是对全文的总结和对城市社区开展法制教育的展望。

Abstract
The rule of law is the objective demand of socialist market economy, it is an important
guarantee of national security, it is also the important condition of building a harmonious
socialist society. munity is the basic unit to construct a socialist harmonious
society ,we must munity management mode, munity governance
in accordance with the law. With the speeding up of urbanization in our country, the rapid
increase of the size and the number of munity infrastructure construction
level is higher and higher, community management gradually entered the track of
standardization management. However, from prehensive construction affluent society's
goal and promote the development of social civilization degree requirements, current level of
munity culture construction is far to meet the development requirements. On the
community culture under the rule of law construction, an outstanding performance for the
community, is the management level is not high, munity living environment lack of
rule of law culture, lack of life under the rule of law munity resident
