摘要
2009 年爆发的希腊金融危机影响巨大,因而选择研究希腊金融危机爆发的
过程、原因、对欧盟的影响以及针对欧盟应对、处理的危机做法给出评价,并
针对欧盟体制的问题提出欧盟体制要创新发展的建议,具有重要的现实意义。
通过对希腊金融危机内部与外部原因的分析,能够体会到希腊金融危机对
宏观和微观两方面影响的深刻性。就宏观层面而言,包括对欧元区货币的影响;
对其他成员国债务危机的影响;对欧盟国家投资率的影响;对欧盟成员国 GDP
的影响;对欧盟成员国通货膨胀的影响;对欧盟成员国的失业率的影响;对欧
盟组织的信任度的影响;对欧盟经济复苏的影响。而从微观方面来说,是对欧
盟其他成员以及人民生活水平的严重影响。
希腊金融危机所折射出的深层次问题是欧盟体制内部的问题。没有与单一
货币相适应的财政体制,欧盟在监管机制与危机应对援助机制方面存在的缺陷,
以及欧盟整体的成员国的制度问题。由此可以得出欧盟化解消极影响的处理方
法,应该是体制创新,欧盟未来的新体制应该是建立包括超主权的统一财政体
系,全面的政治联盟以及完善的监督管理机制在内的全新体制。

Abstract
The Greek financial crisis of 2009 had a huge impact on the EU. My research
contains the process, causes, and influence of the Greek crisis on the European
Union, and also how the EU should deal with the crisis as well as what kind of new
system they should develop to prevent the crisis from spreading further.
After researching reasons and the process of the financial crisis, I discovered
that the impact of the Greek crisis has two profound aspects: micro and macro. On
the macro level, the crisis has had an impact on the euro zone currency, other euro
zone countries and their own debt crises, the level of investment in euro zone
countries, levels of GDP, EU’ inflation levels, the EU countries’ unemployment
rates, the trust in the EU system and the economic recovery of the EU. On the micro
level, the Greek crisis has had an impact other countries’ consumption rates,
employment rates, e levels and has had a
