摘要
党的十八届三中全会上提到财政是治理国家的基础,同时也是治理国家的重中之重,财税体制科学才能维护市场统一、优化资源配置、促进社会公平、。近年来,地方政府性债务问题己经引起了大批学者的注意。很多地方政府为了拉动当地的经济增长,在没有正确的融资渠道且严重缺乏基础建设资金的情况下筹措资金,使地方政府性债务逐步积累,最终形成了巨大的隐患。地方政府性债务主要包括了地方政府需要直接偿还的债务,负有担保责任的债务和其他相关债务三部分。地方政府性债不仅拉动了当地经济发展,同时也给当地政府的财政管理工作带来了巨大的风险,使地方政府经济发展不能保持稳定。在世界审计组织第21届大会开幕式上,李克强总理发表讲话,指出审计工作既要监督财政,又要及时发现隐藏的风险,并能起到敦促整改的作用,推动财政用好增量、盘活存量、防范风险、提高效率、惠及民生,从而实现可持续的运行。
第1章文献综述。本章在对国内外文献进行梳理的基础上,从地方政府性债务内
涵及其统计口径的研究、地方政府性债务管理机制的研究、地方政府性债务根源的研究以及政府行为与地方政府性债务的研究四个方面对已有成果进行了梳理。第2章,地方政府性债务的基本判断。本章从地方政府性债务的诸多特征入手,探寻地方政府性债务的诸多体制性根源,进而对中国地方政府性债务问题做出一个理性的判断。
在此基础上,本课题立足于在审计工作的实践,通过分析地方政府性债务存在的缺陷和出现的缘由,提出了要使地方政府性债务资金发挥更大的作用,就需要我们从当下出发,向长远着眼,加强对地方政府性债务的监管力度。
