近几年来,随着我国经济的飞速发展和城市改造力度的加大,我国城市房屋拆迁
进入快速发展阶段。城市房屋拆迁与城市发展建设相伴而生,通过城市房屋拆迁,有
利于合理利用土地资源、有利于提高人民生活质量、有利于改善城市生态环境、有利
于发展城市经济。
然而,由于相关法律与制度不完善、政府的拆迁行为不规范、社会保障制度不健
全、拆迁补偿的非市场化等,使得城市房屋拆迁成为目前我国经济、社会发展中争议
最大、纠纷最多的领域,究其原因主要在于城市房屋拆迁的核心问题——拆迁补偿问
题。城市房屋拆迁补偿工作是一项庞大的系统工程,涉及立法、司法、行政、社会保
障、市场评估等方面。补偿工作的成败将直接影响国家城市规划战略的推进,也是社
会、民心稳定的重要因素,已经成为政府和人民共同关注的焦点问题。为此,选择城
市房屋拆迁补偿问题作为研究课题,共分五部分对其进行了探讨:第一部分,主要介
绍选题背景与研究意义、国内外研究现状及研究内容与研究方法;第二部分,主要介
绍城市房屋拆迁补偿的相关理论,从地租理论、地价理论、博弈理论三方面进行了分
析;第三部分剖析了我国城市房屋拆迁补偿中存在的问题,并对问题的原因加以分析;
第四部分,城市拆迁补偿问题的对策研究,从法律、行政、社会、市场的角度提出拆
迁补偿问题的解决办法。最后一部分,对论文进行总结,并对其进行展望。

Abstract

In recent years, with Chinese rapid economic development, the acceleration of the
process of urban transformation being boosted, urban housing demolition enteres a rapid
development stage. Urban housing demolition develops with urban development and
construction. Urban housing demolition is beneficial to reasonable utilization of land
resources, the improvement of the people's living quality,the improvement of urban
ecological environment, the development of city economy.
However, because relative legal system is not perfect, remove behavior of government
is not standardized, social security system is not perfect, and pensation is
non-market-orientation, there are many disputes in the urban housing demolition. The key
to the question is the core problem of house demolition---- work of
