武汉城市圈产业结构调整和产业整合政策的研究.pdf

I华中科技大学硕士学位论文摘要本选题以武汉城市圈作为研究主体,以区域产业结构调整和产业布局整合为出发点和线索,来研究该城市圈区域在经济可持续发展过程中的公共政策。在该研究角度下,论文以区域经济环境可持续发展为目标,首先阐明区域主导产业选择与区域产业结构调整和整合的重要关系,分析武汉城市圈主导产业选择和培育发展的政策;进而分析武汉城市圈目前产业发展的现状和不足,并在此基础上从意识、制度、政府合作、产业调整本身、产业调整过程中的环境、交通网络等多方面提出了建议性政策。其中包括要加强武汉城市圈政府之间的共同互补发展的意识、建立武汉城市圈城市之间相应的协调整合的制度和机制;加强武汉城市圈各城市之间的政府合作和非政府组织合作,有针对性地在城市圈内设立经济利益或行业性协调机构;同时,考虑武汉城市圈相关产业结构的平面调整和产业布局的空间整合;城市圈在经济发展的同时所带来的环境污染与生态破坏的负外部性效应的削弱和消除机制;武汉城市圈内交通网络的设立及其对周边省份城市的辐射扩散等,并特别基于循环经济原理,以旅游业为例子,来分析了武汉城市圈的第三产业的相关整合政策,希望这些公共政策分析能够为武汉城市圈的经济可持续发展提供政策建议与思路参考。关键词:武汉城市圈产业结构调整产业布局整合可持续发展政策II华中科技大学硕士学位论文Abstract In this article, Wuhan urban agglomeration is the main body for this research, and the adjusting of area industrial structure and industrial distributional conformity is the start point as well as the clue for this research. On the basis of the main body, the start point and the clue, the author studies mon policy during the process of the economical sustaining development in the area of Wuhan urban agglomeration. In this point of view, and according to the goal of the economical sustaining development for the area economical environment, in the first place, the author sets forth the important relationship between the choice in the area dominant industry and the adjusting of area industrial structure as well as the conformity of it; in the second place, the author analyses the status quo and disadvantage of Wuhan urban agglomeration at present; And according to it, the author puts forward some propositional policies concretely from so many aspects, such as, consciousness, system, cooperation between governments, industrial adjusting itself, the environment of the industrial adjusting process, work and so on.
