东北大学硕士学位论文摘要葫芦岛“市管市”体制改革研究摘要目前,我国实行地级市代管县级市的体制。“市管市”体制对于加强城乡合作、促进城乡一体化进程等方面起到了推动作用。然而随着市场经济的深入,弊端也逐渐显现,地级市与县级市利益相争,城市重复建设严重,增加了行政层级,行政管理低效等,阻碍了经济和社会的发展,需要对其进行改革。本文针对当前普遍倡导的省管县市的体制,以葫芦岛“市管市”体制为研究个案,在充分考虑葫芦岛和兴城的特殊性基础上,分析葫芦岛“市管市”体制的利弊及可能采取的改革对策,提出了省管县市体制不是当前葫芦岛和兴城的最佳选择,得出适合葫芦岛和兴城的撤市设区的结论。文章可以概括为以下几部分:第一部分阐述了研究意义和研究理论方法等, 阐述了我国“市管市”体制历史沿革;第二部分阐述了葫芦岛“市管市”体制改革原因,提出撤市建区改革设想,指出撤市建区后应正确处理的相关问题,如遵循的原则、发展战略、市区关系、机构调整等问题。重点阐述了实行撤市设区理论的可能性和必然性及市辖区相关理论;第三部分得出结论,指出加强制度建设是解决问题根本。关键词:“市管市”体制;省管县体制;撤市设区;市辖区一Ⅱ一东北大学硕士学位论文 Abs仃act AResearch 0U theReform of‘‘the Prefecture-level CityAdministering the County-level City’’System inHuludao Abstract At present,our country implements thesystem thattheprefecture-level city administers thecounty—level city on behalf system that“the prefecture—levelcity isincharge of thecounty—level city”strengthens thecooperation in urban and ruralareas,promotes therespects,such asprocess ofintegration inurban and withthedeepening ofmarket economy,the drawback appears gradually, the prefecture—level city and county·level city fight for interests,therepeated construction ofthecity isserious;Also increasestheadministration level,causes poor efficiency system hashampered economy andsociety’Sprogress; has tobereformed.
