合肥市城市社区养老服务问题的研究.pdf

摘要随着老年人口的不断增加和快速的人口老龄化,养老问题成为社会和国家发展过程中亟需解决的问题。面对我国人口老龄化现象尤其严重的现实状况,如何寻找到一个适合中国国情,能够合理应对人口老龄化发展客观要求的养老模式, 已经成为解决人口老龄化问题的核心课题。而社区养老服务成为解决这一问题的一个新出路,它指在政府的支持和引导下,并通过一系列的专业性工作,为社区里的老年人提供生活、休闲、娱乐等多方面低偿或免费的保障服务,它能把家庭养老和社会养老有效的结合起来,是老年社会保障体系中不可或缺的一部分。本文以合肥市若干社区为调查点,通过梳理已有的文献,依靠问卷调查和访谈,取得了第一手资料。在进行了充分调查的基础上,对合肥市有关社区的养老服务现状进行研究,分析存在的问题并提出合理化建议。本文共分为五章。第一章引言部分,阐述了本文的研究背景和意义、研究方法、创新点与不足,并对文中会涉及到的相关概念和理论进行界定。第一章包括文献综述,梳理了国内外有关社区养老服务的文献。国外的就社区养老服务的内涵、价值和分类、目标和原则这三方面进行整理,国内文献则主要从社区养老服务的界定、性质和内容三个方面进行整理。第二章在问卷调查和访谈的基础上, 对合肥市社区养老服务现状进行分析,从政策、举措和成效三方面对合肥市社区养老服务的实践进行总结,并从中发现合肥市社区养老服务中存在的问题。第三章对国内外典型地区的社区养老服务的经验进行总结,以期能对合肥市的社区养老服务的发展能有借鉴作用。第四章也是本文的最后一章,在前文的基础上,针对合肥市社区养老服务存在的问题尝试性提出相关意见,以期能为合肥市社区养老服务的建设略尽绵薄之力。关键词:人口老龄化;社区养老服务;合肥城市 Abstract Astheelderly population isincreasing and therapid population aging,pension issue has e urgent social and national development process to solve the thefaceofChina。Spopulation aging phenomenon isespecially serious reality,how tofind asuitableChinese conditions,toreasonably dealwith an ageing population development objective requirement ofpension mode,has e the core issue ofsolving theproblem ofpopulation munity endowment service has e anew way tosolve thisproblem,it refers tO thegovernment support and guidance,and through a series of professional work,leisure, entertainment,living inmany aspects suchas low paid or freesupport services forthe elderly munity,it can make thefamilyendowment and socialendowment bined,Is anintegral part ofthesocialsecuritysystem oftheelderly.
