摘要
公共租赁住房是在廉租住房和经济适用住房模式的基础上建立起来的一种
政策性的、保障性的住房,其运作方式是政府提供一部分房源,以低于市场的
价格租给特定的人群,即“夹心层”。现阶段“夹心层”有以下两层含义:一层
含义是指那些既不符合保障性住房供应条件又无力购买普通商品住房的群
体。另一层含义是指那些刚毕业的大学生或者刚到城里工作的人,由于我们国
家的户籍制度,即使符合经济适用住房的购买条件,也买不到经济适用住房。
公共租赁住房制度完善了我国的住房供应体系和住房保障制度,是对中国公共
住房市场的有益探索。
本文是在查阅大量文献资料的基础上,通过借鉴美国、新加坡、英国、日
本、韩国和中国香港在发展租赁性公共住房方面的经验,并结合我国的公共住
房政策,对我国的公共租赁住房制度进行了研究。并且以北京为个案,通过分
析它的公共租赁住房制度,指出了现阶段北京市在发展公共租赁住房时存在的
问题,并逐个进行了分析研究。最后,提出了完善我国公共租赁住房制度的建
议。

Abstract
Public letting house is based on a low-rent housing and affordable housing model .It is a policy,
and the protection of housing. Its mode of operation which is provided by the Government as part of
availability, leased at the below-market price of specific groups of people, namely, the
"sandwiched class." "Sandwiched class" have following two meanings: one meaning refers to the
protection of those who were not in line with the supply of housing conditions and are unable to
purchase ordinary housing groups, housing problems. Another layer of meaning is just graduated
from college students or people who work just arrived in the city, because our country's household
registration system, even if the purchase of affordable housing in line with economic conditions,
