当代社会农民工子女教育公平论

摘要

实现教育公平是世界各国共同面临的挑战,也是我国提高国民综
合素质的迫切需求。义务教育作为公共教育的重要环节,具有全局性、
基础性和先导性的特征。随着改革开放和城市化进程的加快,大批农
村劳动力流向城市,成为城市里的“农民工”。许多年龄处于义务教
育阶段的农民工子女,也随其父母进入城市。由于诸多原因,农民工
子女没有能够享受到公平的义务教育。因此,我们必须关注农民工子
女义务教育公平问题。
本论文共分为五个部分:
第一部分:前言主要介绍选题的目的、国内外研究现状、研究意
义和研究思路与方法。
第二部分:主要对农民工子女教育公平的相关概念进行界定,本
文所指的农民工子女教育公平主要是定位在农民工子女的义务教育
公平。本文认为教育公平主要有三个特点:政府主导性、权利平等性
和相对差异性。
第三部分:主要对教育公平的文化资源进行简要概括和梳理,为
解决农民工子女教育公平问题提供借鉴。并对马克思恩格斯的教育公
平思想、毛泽东的教育公平思想、邓小平的教育公平思想和构建社会
主义和谐社会中的教育公平思想进行简单的归纳,本文认为这些思想
是我们解决农民工子女教育公平的理论基础。
第四部分:主要指出当前农民工子在教育三个层面上的不公平问
题:教育起点不公平、教育过程不公平和教育结果不公平,分析了产
生这些问题的原因。
第五部分:主要对解决农民工子女教育公平问题提出一种伦理思
路。即以公正平等原则为主旨,构建教育机会公平的机制;以合理差
异性原则为主旨,实现“公平性”与“差异性”相结合;以人文关怀
原则为主旨,实现农民工子女在教育过程及结果中享受公平与公正。

contemporary society



ABSTRACT


To carry out education equality is not only the challenge of nations in
the world,but also the urgent demand of the raising prehend
diathesis in our nation. Compulsory education, as the important
component element of public education has the characters of
comprehensive,foundational and predeterminational. Following the
reform and open to the outside world and urbanization proceeding
stepping up,a large number of countryside labour force have moved to
the city,ing the “migrant workers”.Many of their children who are
in pulsory education stage followed with their parents into the city.
Because of many reasons ,the migrant workers children have not chance
to pulsory education. So we must pay attention to the
problem of education equality of migrant workers children in
contemporary society
