天津生态城市评价指标体系的研究.pdf

内容摘要城市作为人类各种活动的主要聚居地,对人类社会的发展和进步起了巨大的推动作用。但是在城市化的快速推进过程中,也带来了资源枯竭、环境污染和生态破坏等问题。在人们探寻城市的可持续发展模式过程中,生态城市的概念应运而生,被认为是未来城市发展的最佳模式。、合理与实用的生态城市评价指标体系对于规范生态城市建设、定量评价生态城市发展程度以及推进生态城市的建设都有着重大的理论意义和实践作用。天津市作为经济社会发展迅速的大城市,也面临着处理好城市发展与生态环境保护关系的问题,2006年8月国务院批准了((天津市城市总体规划(2005年~2020年)》,将生态城市确定为天津市的城市定位和发展目标之一,这是以人为本、创建可持续发展的和谐社会发展观的集中体现,所以研究天津市生态城市建设的评价指标体系很有现实意义。本文在明确生态城市概念和内涵的基础上,参考国内外生态城市及可持续发展系统建模的思路与方法,提出生态城市指标体系的构建原则,并以此原则为基础,建立了评价生态城市建设水平的指标体系,然后运用建立的生态城市评价指标体系进行实证研究。首先将其运用在对北京、大连和天津三城市的生态化建设水平现状的比较上,研究结果显示: 北京的生态化水平最高,大连的生态化程度也较高,而天津与其他两市相比,社会经济水平相对较弱,生态化程度一般。其中,天津社会子系统的生态指数在三城市中处于中间位置,经济子系统和环境子系统生态指数却居于末位,而且天津的多项指标都与其他两城市存在一定的差距。其次就是运用该评价指标体系对天津市2003-2007年间城市生态化建设情况进行分析,研究结果显示:天津城市生态化建设总体上是朝着较好的方向发展,尤其是天津在创建国家环保模范城市成功后,城市建设中的各项指标增长较快,、生态社会系统、生态环境系统三方面提出了一些简要的发展对策,希望对天津建设生态城市有所帮助。关键词:生态城市指标体系评价天津 Abstract Cities,themain human habitat,have played allimportant roleinthedevelopment ofsocial development andadvance ofhuman along with therapid urbanization process, citiesareencountering those problems,such as resources exhaustion,environment pollution and ecological our exploration ofthesustainable development model,the eco—citytheory isemerging,which iscalled the best model ofthe future Quality Evaluation Index System ofEco—City and Application Research ponent of the scientific,rational andpractical Quality Evaluation IndexSystem of Eco-City,in accordance withscientificintensionand intemalrequirements ofeco·-city theory play thetheoretical and practical role instandardization ofeco-city construction and quantitative assessment oneco·citydevelopment.
