摘要
农民工养老保险政策的建立和完善是我国城镇化顺利发展、社会保障体系完善
的必然环节。通过文献研究和个案访谈,分析现行中央和地方农民工养老保险政策
保障现状,得出宏观政策的发展思路是分层分类保障,提出三种典型的地方政策模
式与宏观政策变化相衔接的路径。
农民工的主客观需求强烈,但是现状呈现一高一低的状况,根本原因在于政策
设计的缺陷。缺陷表现在中央层面是政策发展的滞后性;表现在地方层面是各种地
方模式差异化程度大、无法衔接。新背景下中央政策的发展思路由模糊到明晰,既
遵循分层分类的保障思路。因此地方模式应当遵循分层分类的思路,改革现有模式
与宏观政策的不统一之处,建立统一协调路径。
本文从养老保险的理论层面提炼出三种地方模式的比较标准,并综合运用定量
与定性相结合的分析方法,深入比较三种模式在三个维度方面的差异:政策参与的
难易度、权益享受的难易度、待遇水平的高低度。比较结论认为综合保险模式的差
异化程度最大,因此第四章重点评估综合保险模式。文章的创新之处是对农民工养
老保险地方模式的评估视角,摆脱传统的优缺点视角,从养老保险基本要素的层面
出发比较。

The high development of urbanization and the social security system exclusively
requires the establishment and the anization of the endowment insurance
guaranteeing the warefare of the rural migrant workers. Through literature review and case
studies, this paper analyzes the central macro-policy and the current endowment insurance
of the rural migrant workers, and it is believed that the macro-policy works by way of
delamination and classification, exploring there typical ways which links up the local
modes and the macro-policy.
The perfection of endowment insurance of the rural migrant workers, which is not
only the requirement of industrialization, aging of population and the integration of social
security system, but also is the strong desire of the rural migrant workers, is a task which
brooks no delay. The recent deficiencies of endowment insurance rely on the following
two aspects: hysteresis of macro-policy, the deviation of central social security by the
local policy executors. Therefore, the improment should be made both in the central policy
