摘  要
新世纪,企业的竞争实质上是人才的竞争,人力资源是决定企业竞争的关键因素之一。
中国的对外开发,中国移动面临着新的挑战同时也有新的机遇。然而,中国移动三水分公司在人力资源开发方面存在着比较严重的问题,人才的流失率过高,企业文化的重视程度不足等,阻碍了企业的发展。
本文就是通过分析三水移动现阶段人力资源开发存在的问题,并且进行客观的分析,探讨完善三水移动人力资源开发的办法。目的是为了使三水移动能够走出人力资源开发的困境,以更强的姿态,迎接新的挑战和机遇。
第一章绪论,包括了五个部分:第一,题目背景及目的,背景包含了国内电信业的发展环境和电信市场发展环境的变化。第二,国内外研究状况。第三,题目研究方法。第四,论文构成及研究内容。第五,本文的创新之处。
第二章人力资源和人力资源开发的概述,包括了人力资源的概念、构成和对经济发展所起的作用,还有人力资源开发的概念和意义。
第三章三水移动人力资源开发的现状,包括了新员工的招聘和新员工的培训与发展以及人员结构。
第四章发现三水移动人力资源开发的存在的不足,其中关键的问题是企业的人才流失率较高,影响比较大的问题是企业文化落实不足,还有员工构成有待优化。
第五章针对上一章发现的问题进行分析,并在分析的过程中提出相应的解决办法,包括分析造成移动公司人才流失的原因及并提出建议,分析企业文化对人力资源的开发意义及提出建议,以及如何优化员工的结构,还有怎样加强企业的统一管理。

Abstract
