It is known to all that loosening on the family planning policy decision has been made on the next-phase reform approved by the Third Plenum of the CPC’s 18th central committee which ended on 12,Nov.
However,before the policy was claimed,Chinese leaders thought population emerges as an issue,which should be controlled and approved a law on contraception and population growing fast let the government included population control into the national economic development plan and requires government at all levels to increase family-planning work.
