摘要: 现代西方经济学理论认为,影响一个国家或地区经济增长的因素大体可以分为外生
增长因素和内生增长因素。本文则对影响内生增长的重要因素之一:人力资本进行分析,把
区域人力资本划分成四种类型,用定性、定量两种方法分别就这四种人力资本对区域经济增
长的贡献做出了分析,并具体就人力资本投资、人力资本结构如何影响区域经济增长做出合
理解释,提出了一个全新的区域人力资本结构模式,指出区域经济增长的核心动力是企业家
型人力资本。

Regional Economic Growth and Development from the
Perspective of Human Capital——based on the exemplification
analyses of Jiangxi Province and Zhejiang Province

Abstract: Modern western economic theories suggest that the elements that influence the
development of a country or a region include external growth element and internal growth element.
The purpose of this survey is to analysis human capital which is one of the important elements that
influence internal growth, It divides human capital into four types, makes analyses individually
about the devotion to regional economic growth made by the four types of human capital with
methods of qualitative and rationality, makes an interpretation which is corresponding to the logics
that how the investment and the structure of human capital influence regional economic growth.
And it provides a totally new model of regional human capital. It suggests that the core impetus of
regional economic growth is the enterpriser type of human capital.

引言
当前中国区域经济存在很多问题,其中较为明显的有两个,即产业结构升级缓慢和区域
间重复建设现象严重。产业结构升级缓慢表现为第二、三产业对劳动力吸纳能力不强,这与
产业自身发展规律有关,也与产业内人力资本水平不高有关。区域间重复建设现象严重则部
分源于大多数区域的创新能力不足,难以找到拥有比较优势的经济支柱,区域经济之间竞争
过度,陷入“低水平均衡”。
在区域经济竞争日益激烈的今天,唯有加大区域内各生产要素积累,增强区域自主创新
能力,提高区域经济竞争力,才能摆脱发展临界点,向高水平均衡靠近。而在各生产要素中,
在自主创新中,人力资本无疑是最核心、最关键的要素。正如舒尔茨(Theodre Shultz)在
其著名演讲“人力资本投资-----一个经济学家的观点”中指出:“经济发展主要取决于人的
质量,而不是自然资源的丰瘠和资本存量的多寡”。
正是基于这样一种比较的视角,本文选取了东部和中部的代表省份:浙江省和江西省,
通过回顾和分析这两个省份在过去一段时期内所形成的人力资本结构与人力资本投资过程,
结合两省经济增长的历史事实,探讨人力资本与区域经济增长
