　　为了降低采购成本、维护和供给商的长久合作关系、简化采购中间步骤控制（比如重复的询价报价），企业能够和供给商签署长久采购协议contract。在产生了实际的物料需求时，能够依据采购协议issue release order（即create release order against contact）。

　　创立contract有很多的方法：manual、copy document、reference to preq、reference to rfq。 agreement type：
　　数量协议：目标数量已知，系统强制要求输入target quantity。
　　价值协议：目标价值已知，系统强制要求输入target value。

　　use this type of contract if the total quantity to be ordered during the validity period of the
　　contract is known in advance. the contract is regarded as fulfilled when release orders totaling a given quantity have been issued.
