郑州大学硕士学位论文我国公务员职业道德建设研究姓名:端木晓宁申请学位级别:硕士专业:行政管理指导教师:杨清涛 20040501 内容摘要 y 639515 公务员作为国家和社会公共事务的管理者,公务员是国家政策的制定者,同时也是国家政策的执行者,因而是社会公众的聚焦中心。他们的社会地位和作用,以及他们自身的道德价值取向、水平和实际表现,对全社会有着及其重要的导向作用;同时公务员作为公共行政的执行者,他们的职业道德状况将直接影响政府职能的实现和政府形象的树立。提高公务员的职业道德水平是推行以德治国的一项战略性任务,是实施以德治国的关键,也是建设社会主义政治文明的重要内容。研究目前我国公务员职业道德建设的现状,分析其失范的原因,积极探索改革和完善我国公务员职业道德建设的对策,对建设有中国特色社会主义现代化国家具有十分重要的理论意义和现实意义。本文共分四个部分。第一部分主要分析了加强公务员职业道德建设的重要意义。首先分析了道德、职业道德、公务员职业道德和以德治国的含义,然后论述了加强公务员职业道德建设的意义。第二部分主要论述了目前我国公务员职业道德建设取得的成就和存在的问题。在社会主义市场经济条件下,公务员的职业道德建设既取得了巨大的成就, 同时也指出其存在的不少问题。第三部分主要从七个方面分析了导致我国公务员职业道德失范的原因。最后一部分在吸取中国传统文化和外国的先进经验的基础上,提出了加强我国公务员职业道德建设的几点措施。总之,公务员的职业道德建设是一项系统工程,涉及的内容方方面面,但其主题是永恒不变的,即公务员始终是人民利益的代表,做人民的公仆,全心全意为人民服务。关键词:公务员;职业道德建设; 道德失范: 对策.
