我国国有企业改革中正式制度变迁研究.pdf

自 20 世纪 70 年代末以来,中国经历了并且将继续进行一场历史上罕见的伟
大的制度变迁和社会转型,它既涉及基本的制度结构,也涉及一系列具体制度安
排。前进的道路总是鲜花与荆棘并存。在蛋糕越做越大的同时,伴生了一系列严
重问题:腐败盛行、贫富差距急剧增大、国有资产严重流失等等。
针对这样的改革背景,本文从新制度经济学角度观察我国国有企业改革中的
正式制度变迁问题,力求在新制度经济学基础上建立一个评判基准并形成作者完
整的理论分析框架。本文以新制度经济学为分析工具,在逻辑推理的基础上结合
比较研究与个案研究、定性分析与定量分析。全文思路循着这样一条主线:提出
理论目标,用中外实例证明其正确性,对照该理论目标寻找实际偏差并提出相关
建议。
文章首先奠定了正式制度变迁的理论基础,分析了正式制度变迁的影响因素;
在剖析公平与效率关系的基础上,提出我国国有企业改革正式制度目标选择为体
制间公平和体制内公平;接下来,通过对东欧、俄罗斯改革的分析得出启示,进
一步佐证该理论体系的正确性;然后多角度分析中国国有企业改革正式制度变迁
的原因;最后,对照该理论分析框架分析我国国有企业改革正式制度变迁过程偏
差并提出相关建议。

ABSTRACT
From the end of 1970s,China has experienced an unusual and great system change
and social transformation also it will continue in the following years which not only
involved the basic system structure change, but also related to the idiographic system
arrange. In the forward way it always exists the flower and bramble. When we achieve a
lot of yield results, there are so many problems panied with the reform, such as
corruption, the bigger and bigger gap between the poor and the rich, the loss of
stated-own assets, and so on.
For this reform background, the author observes the formal system change in SOEs
reform from the angle of the new institutional economics, and strives to form the
evaluate standard which based on the new institutional economics. Using the new
institutional economics as the analysis tool, it unites parative and the separate,
bines the qualitative analysis and quantitative analysis. This paper follows this
masterstroke: brings forward the theory object, and then utilizes the China and foreign
counties examples to testify the correctness, at last contrasts the goal to research the
existence problem and give some proposals.
