衡南县县域经济发展策略的研究.pdf

摘要县域经济涵盖了我国绝大多数的领土和绝大多数的人口,并创造着国内过半的财富。但由于社会和历史的原因,在国民经济中占有如此重要地位的县域经济相对于城市经济来讲已经十分落后,严重地影响到国民经济的快速发展,发展壮大县域经济关系到国家和社会的前途和命运。衡南县是一个传统农业大县,产业结构很不合理,县域经济发展十分缓慢。在2004年湖南省各县市县域经济综合实力评价中,衡南县名列第26位。因此,着力研究和探索衡南县县域经济发展策略, 寻求衡南县经济腾飞之路已是刻不容缓。通过参阅大量国内外有关县域经济理论和实践的文献,同时参考国内发达的、不发达的县市的县域经济发展模式,作者认为,对于刚刚结束“有县无城”的衡南县来说,在制订本县的县域经济发展策略时,要本着“立足实际,适度超前”的指导思想去分析,研究探索衡南县的县域经济发展之路。本文在详细分析衡南县自然,社会经济条件的基础上,提出了现阶段衡南县县域经济发展的战略重点,提出了衡南县产业结构的调整思路,并对衡南县农业产业化、工业化、第三产业、城镇化发展提出了一些有针对性的发展策略,为更好的优化衡南县的经济环境,拉动衡南县县域经济的发展,本文还在如何转变政府职能方面进行了研究和探索。县域经济发展研究是一个系统工程,要靠理论与实际的结合来进行发展、深入。在这个过程中,如何更好地将县域经济理论用于指导县域经济的发展实际。如何在县域经济的发展中更好地提升县域经济理论研究的层次、内涵更有待我们去研究、探索。关键词衡南县,县域经济,发展,策略 nle county area economy covered theterritory ofthe OUr country greatmajority and thepopulation ofthegreatmajorities, and the creator domestic leadthewealth becauseof society and history ofreason,occupy thecounty area ofthesuch importantposition inthenationaleconomy theeconomy isopposite to have already fallen behind very tospeak inthecityeconomy, affect the national economy seriously fast development, development strong thecounty areaeconomy relateto nation and society oftheprospect and thedestiny.
