摘要摘要经济的高速发展推动了社会体制的转变,在此前提下政府机构和社会组织的职能逐渐转变,社会管理对于不同组织的职能要求进行了潜在的需求转向。而社会组织在新社会体制下所体现出的功能和作用越发明显,因此我们应当思考如何认清社会组织在社会管理中的角色,并从分析其在社会管理中的具体功能,从体制机制完善的角度将一些社会职能、权责等逐渐让渡给社会组织,从而增强社会管理的效力,推动社会形态的良性发展。因此本文对社会组织和社会管理的基本概念进行了阐述,深入分析当前社会形态下社会组织与社会管理工作的关联性,从而了解社会组织在社会管理工作中的重要性,进而结合其关联性了解社会组织在社会管理中所应担当的实际角色,分析其具体的功能定位,并结合当前社会组织在社会管理中现状,发现其实践性问题所在,由此提出社会组织在社会管理中的职能革新及具体的实践方式。本文主要设计了从社会组织管理功能的角色定位、职能替换的必然性两个方面来进行基础说明,在角色定位方面,阐述了社会组织进行社会管理基本概念的阐述,了解并说明目前国内社会组织进行社会管理的基本现状。目前我国社会组织的发展状态来说明社会组织在公共管理方面的具体能力,并结合这种能力对比关联其在社会管理中的实际职能定位问题。在必然性方面,我们描述了社会组织在公共管理中的实际角色,该类角色的定位区别与政府在传统社会管理中的角色,包括了沟通作用、辅助中用和社会矛盾缓解的作用,并从这几项作用的实际表现和中国社会发展现状来说明社会组织在这几类功能中凸显出自身特色的必然性。然后结合社会组织的基本功能和功能基础来说明社会组织进行社会管理的基本思路,包括自身能力的完善、管理体系的完善、政府职能让渡效率等几个方面。最终结合目前我国社会组织进行社会管理工作的一些实践进行总结,包括其问题、优势等,进而提出负荷中国目前发展状况的实施策略。关键词:社会组织社会管理角色与功能革新与实践 Abstract 一———————————————————————————————————————————————一 Abstract Thehighspeed development ofeconomy topromote thechange ofthesocial svstem,on thepremise ofgovernment agencies andthefunction ofthe anization gradually change,socialmanagement fordifferent anization forthepotential demand anizations inthe new socialsystem thatreflects thefunctionand effectmore obvious,SO we should think about how torecognize anizations inthemanagement ofsocialrole, and inits socialmanagement fromtheanalysis of thespecific function,and fromthe point ofviewofsystem mechanism perfection willbe some socialfunctions,such as right anizations assignment gradually,SO astoenhance theeffectiveness ofthesocialmanagement,and promote thehealthydevelopment ofsocialform.
