——各项改革取得进一步突破。积极推行农村税费改革及综合配套改革，乡镇办由15个精简为10个，内设机构精简为3个，减幅达80%，分流人员711人，全额拨款事业单位由30个精简为10个，减幅达67%，分流人员235人，分流人员全部纳入社会养老保险。全面取消农业税，发放“两免三补”资金4000多万元；投入1120万元建立以钱养事机制。积极推进财政部门预算、预算外资金收支两条线、政府采购、国库集中收付、乡财市管和财政编制与政务公开改革，强化了预算支出，确保了财政供养人员工资按时发放，确保了基层组织正常运转，确保了社会事业发展必需支出，确保了重点项目建设的需要。稳步推进产业公司改革，10个产业公司整体转制
