摘要 2001年6月,国家教育部正式颁布了《基础教育课程改革纲要(试行)》。新一轮基础教育课程改革从2001年上半年开始,在27个省的38个国家实验区试行。到2005 年秋,全国中小学各起始年级原则上都进入了新课程。时至今日,新课改实施状况如何呢?调查和资料表明,在基层中小学,新课改的实施状况并非尽如人意。是哪些因素阻碍了新课改的实施呢?很多学者从不同的层次和角度对这个问题进行了分析和论述。笔者综合诸多学者的观点,并结合自己的所见所思,认为课程改革中最难实现的变革是课堂教学的变革;而教学实践的变革,核心人物是教师——课程改革能否成功,关键是教师,最终看教学。所以教师素质是影响新课改实施的关键因素。关于教师素质与新课程改革,也有不少学者进行了研究。本文试图从新的视角进行分析。新课程的三维目标集中体现了本轮课程改革的核心理念:“为了中华民族的复兴, 为了每位学生的发展。”笔者试图以新课程三维目标在课堂中的落实为视角,探究教师需要具备什么样的素质才能促进新课程三维目标在课堂教学中的落实,进而推进新课程的实施。这是本文的创新之处,也是难点所在。文章在分析新课程三维目标的基础上,描绘了与新课程及其三维目标相适应的充满生命活力的新课堂的理想蓝图,分析了新课堂所要求的教师素质,并概要提出了提高教师素质的建议。关键词:新课程,三维目标,薪课堂,教师素质 Abstract The Ministry ofNational Education formally womulgatecl pendium ofBasicEducafiun Curriculum Reform CrrialVersion) nw round of basic education curriculum reform began from thefirsthalfof2001 andWaS spread in 38country-level expefimental zones in 27provinces.
