规划总体目标是：根据地下水的功能特点和水资源合理配置的需要，针对地下水利用和保护中存在的问题，提出分区分类地下水利用与保护的方案，提出地下水管理的制度框架，实现地下水的合理开发、高效利用、有效保护、修复治理和科学管理，促进地下水资源的可持续利用。具体措施是将麦积区地下水功能区划分为地下水开发区和保护区，地下水开发区为麦积区城区开发区、麦积区黄河流域地下水保护区、麦积区长江流域地下水保护区。麦积区城区开发区主要分布在城区段麦积区曹家埂至社棠星火厂等区域，该区域地下水开采存在四种类型区即禁采区、严重超采区、一般超采区和未超采区。在这些区域地下水开发利用上主要采取保护措施，在工程措施上主要加强农业井灌节水改造、城市工业、生活节水改造、城市污水处理回用、城市雨水集蓄利用、建水源地卫生隔离带、污水处理厂、垃圾填埋处理点。在非工程措施上主要建设地下水动态监测网站、加强地下水取水许可申批制度建设、安装地下水取水计量设施和排水计量设施、关闭城区部分自备水源井。麦积区黄河流域地下水保护区主要分布在城区段部分区域以及渭河流域及其支流等区域，该区域地下水开采类型区为未超采区。在该区域地下水开发利用上主要采取开发与保护措施并举，在工程措施上主要加强农业井灌节水改造、农业节水灌溉、农村饮水安全水源井开发、垃圾填埋处理点。在非工程措施上主要建设地下水动态监测网站、加强地下水取水许可申批制度建设、安装地下水取水计量设施和排水计量设施。
