开展“两整治一改革”专项治理工作实施方案
为了认真开展好“两整治一改革”专项治理活动，切实解决采矿权交易市场中存在的突出问题，根据市局和县局关于开展“两整治一改革”专项治理工作的有关文件和会议精神，结合矿产资源管理工作实际，特制定本实施方案。
指导思想
以科学发展观为指导，坚持标本兼治、综合治理、惩防并举、注重预防的工作方针，从采矿权出让和矿山环境恢复治理项目的实施中存在的突出问题入手，查找岗位风险点，整改存在突出问题；以提升干部的思想作风和能力素质为目标，认真开展整纪纠纷专项整治，为做好矿产资源管理工作营造风清气正的良好环境和氛围。
目标任务
这次专项治理工作的主要任务是：着力整治采矿权交易市场存在的突出问题，着力整治干部在廉洁从政中存在的突出问题，切实纠正工作不落实、监管部到位的问题。
（一）开展采矿权交易市场专项整治。重点解决采矿出让公开竞争制度不健全、交易制度不完善、监管不到位和领导干部干预插手采矿权审批的问题。要采取“三查三看”措施，对近年来出让的采矿权进行一次“回头看”。即：一查采矿权报件资料是否齐全，
