高新学院6宿舍楼工程招标文件编制
摘要
西安科技大学高新学院6#宿舍楼是为解决本校学生的住宿问题而立的项目。该工程位于西 安市长安区高新学院内，属于一般土建工程。招标是通过市场交易的方式规范建筑市场，引 导建筑市场领域资源优化配置。在整个招投标活动中，招标文件起着重要的作用。招标文件 是整个招投标活动开展的基础，是工程项目招投标活动的重点所在，招标文件的编制质量是 项目招标能否成功的前提条件。结合本工程实际情况编制招标文件，对招标过程做出规范性 要求，最终找到最优的承包商。本设计编制了一份较为完整和系统的基于工程量清单计价模 式的招标文件。招标文件的编制是以工程概况、施工设计图纸、合同条款及招标文件规范为 依据：其主要内容包括投标须知前附表、投标须知，合同主要条款，评标办法，工程量清单 和投标文件格式。该工程采用区域公开招标的方式，用综合评估法对投标人提供的招标文件 进行评定，使整个招标过程公平、公正、公开。

Abstract
Xian university of science and technology of high building # 6 is to resolve the problem of the students' accommodation stand project. This project is located in xian city changan area in high and new college. The tender is through market transactions will regulate the construction market, and guide the field of the construction market optimal allocation of resources. In bidding activity, tender documents plays an important role in the tender document. Tender documents are the basis for the launching of the bidding, is bidding project focus, preparation of tender documents is a prerequisite for success in bidding activity. The preparations of tender documents of this project, through which the project meet the bidding process normative requirements, then find the best contractor at last. The design of this paper produced a more comprehensive and systematic tender documents based on the bill of quantity model. The preparation of tender documents is based on the project overview and construction design drawings, on the terms of contract and tender documents norms. Its main contents include tender invitation letters, schedule before tender notes, the tender notes, and the main provision of the contract, evaluation methods, bill of quantities and the formation of tender document.
